This is an improvement. You have multiple characters, both male and female, which is good. As much as I like the setting however, some of the colors are wrong. An Iron empire invokes in me, a sort of metal.. er, iron in this case. And although the guards have some hints of this on them an also the flooring, the setting looks too cheery for my taste, if this really is to be the bad guys.
No.. iron gives me a sense, of how it becomes what it is, a tool, a blade. For through fire, through white heat, they forged swords of black death from which immortals wield.

Heh sorry, back to what I was saying. You have alot of yellow in this picture, gold I believe. But yellow as a color does not invoke pain and suffering as you want to portray. So let me tell you about the meanings of colors. Yellow is a color of anxiety and excitement, a frantic color.
Red, which you have in this image already, has a meaning of passion, lust, love, but when paired with black which you have in this a bit, becomes a harbinger of all things dark and death dealing.
Blue, well frankly, blue doesn't belong in this image one bit. Blue is a color of peace, of sky and water, along with green and white who are a sign of life and clouds(snow and ice too).
Orange, is a color of warmth, and paired with yellow and red, becomes fire. Orange is also a color of affordability and in some ways why The Home Depot is so profitable. And video games by valvE as well, like Half Life and Portal.
Purple, in the past, was a color of British royalty, but now invokes scents and velvet more than anything else.
Brown though, can be a variety of things. Brown can be chocolate, it can be dirt or trees, all which are good unless you happen to have on your car in large numbers, but can also be bad, like mud/quicksand, or the nasty remnants in plumbing if you catch my whiff.

But to end this massive block of type, I like what you've done. Some colors as far as decor may not have fit, but it it looks very good for what you are trying to accomplish. Just remember to use layers, and that the "Lock" part in the layers palette will help you greatly.. most importantly the "lock transparent pixels" feature. The one that looks like a tiny 9x9 checkerboard. You'll see why.
Also, remember that if your scene is lit only by small cauldrons and torches, then your characters bodies would have a bunch of contrast on them, and tons of yellow-orange light sources to boot! Darkness and shadows everywhere
